This kind of thing always really ticked me off, being punished by such a system in kindergarten and elementary school several times. While intended to cause shame in the offender so that they confess, or to encourage people to tattle on the offending person/party, in my experience it was much more successful in creating resentment and agression, both passive and active.

I agree, Derek. Especially if you consider the residents in the dorm are mostly graduate students who are receiving the Japanese government fellowship, this group responsibility thing is not only inappropriate, but also disgusting and obnoxious. I also oppose this system conducted even in elementary schools. It must be convenient for teachers since it will repress students' idiosyncrasies, but at the same time totally destroy their free ideas and creativity, and creates worship of authority. I hate it!
